New users cannot login

Hi, I'm using the open source version of soplaning.
I have created 26 users except admin users
when I add a new user again then the new user I created cannot log into the application.
are there any user limitations in the open source version

Can the admin user still login ?
Any other user can login, or are the all blocked ?

26 users and admins can login, but when the password is changed, the user cannot login. as well as new users, can't log in at all
